Overlapping creek rights and district rights – common throughout subbasin
Overlapping creek rights and district rights – common throughout subbasin
- Learning curve for landowners
- Changes value / incentive for participation
- Makes a difference with instream protection capacity
- Districts’ participation would be helpful (need critical mass)
Trust Water Transfers – challenge for enforcement (Ecology)
Notes:
Stakerholders INVOLVE the landowner (water right holder, from WWT perspective)
Within the Wilson Basin, applicable to this property, many lands have creek rights and access to district water. Each district is different, with different bylaws and expectations.
There are limitations on what one can do with their creek right especially if they overlap with a district right – these limitations may change the expectation one has for the value of that creek right and for what reach WWT can protect that creek right instream.
Long term vision would be to have participation / cooperation with water district, but in the short term, limitations exist on how WWT can protect those creek rights.
Still can be beneficial to the stream – case specific. In this case, we’re still determining options, but keeping water instream here would be favorable to the overall project.
